Description
Before its final approval, Charles Harrison Mann Jr. brought to the House floor House Joint Resolution 5 for its consideration. To eliminate any fear that the college would become an independent university, Mann included a clause that would allow the branch college to only offer 2 years of collegiate education. This clause also mentioned that there would only be instructional facilities. The passing of this allowed for the legal construction and authority for a permanent college. The stepping stone of what is now George Mason University.
