The University of Virginia president at the time, Colgate W. Darden Jr. saw an opportunity to start a new university in Northern Virginia and asked for the help of Charles Harrison Mann Jr. to test how feasible the idea was. He needed both the support of local residents as well as backing from different jurisdiction and cities.
