Due to a change in rules regarding credit transfers by the SACSS, the Center would need a permanent facility, full faculty, and genuine connection with the parent institution to transfer 2 years of study. The bill was passed in both the House and Senate, allowing Northern Virginia the legal authority to build a permanent college.
